Title: Senate Immigration Negotiations’ Collapse Threatens Biden’s National Security Package
Subtitle: Republicans’ Opposition to Immigration Measures Puts Aid to Israel and Ukraine at Risk
Word Count: 327
Senate immigration negotiations are on the brink of collapse, posing a serious threat to President Biden’s national security package and the critical aid it includes for Israel and Ukraine. As Republicans threaten to filibuster the aid package, Democrats are grappling with demands to tighten U.S. asylum and parole laws in immigration proceedings.
Bipartisan negotiations led by Senators James Lankford (R-Okla.) and Chris Murphy (D-Conn.) have faltered due to deep disagreements between the two parties on border policies. While Democrats have proposed measures to expedite and streamline the processing of asylum claims, Republicans are pushing for what they consider “extreme policies” that could effectively end the current asylum system.
Blame for the impasse falls on Republicans, according to Senate Majority Leader Chuck Schumer. He accuses them of being influenced by former President Donald Trump and his former adviser Stephen Miller. On the other hand, Senate Minority Leader Mitch McConnell supports significant policy changes at the border as a prerequisite for passing the aid package for Ukraine.
Other senators involved in the negotiations include Kyrsten Sinema (I-Ariz.), Thom Tillis (R-N.C.), Lindsey Graham (R-S.C.), Michael Bennet (D-Colo.), and Tom Cotton (R-Ark.). However, even if a deal is reached in the Senate, there is no guarantee it will clear the House. Speaker Mike Johnson (R-La.) faces pressure from hard-line members to reject any immigration proposal that falls short of the House GOP’s aggressive border bill.
To push for progress, Schumer has taken a procedural step to force a 60-vote threshold vote on a “shell bill.” This bill could potentially be used for a foreign aid and border package if an agreement is reached. Urgency is crucial, as the White House budget director, Shalanda Young, warns that Ukraine’s resources will run out by the end of the year without quick approval of foreign aid funding.
Speaker Johnson remains critical of the Biden administration’s handling of Ukraine and insists that any national security supplemental package must prioritize securing the U.S. border. Recognizing the severity of the situation, Ukrainian President Volodymyr Zelenskyy is scheduled to address senators via a secure video during a classified briefing on Tuesday to highlight the importance of the aid package.
Senate Majority Whip Dick Durbin stresses the dire consequences if the aid package fails, particularly for Ukraine and Israel’s efforts against Hamas. The fate of President Biden’s national security package hangs in the balance as negotiations continue, with the hope of achieving a compromise that addresses both immigration concerns and the urgent needs of Israel and Ukraine.
